ANIMAL ABUSE: LAW 189/04 –

A crime committed by anyone who subjects animals to cruelty or unbearable behavior, fatigue, or work is punishable by imprisonment from three months to one year or a fine of €3,000 to €15,000. This penalty also applies to anyone who administers narcotic or prohibited substances to animals or subjects them to treatments that harm their health. This penalty increases if the mistreatment results in the animal 's death.

HOW TO STOP ANIMAL ABUSE –

Hoping it doesn't happen, here's what to do if you discover or witness animal abuse:

  • To begin with, if you know of or witness abuse, do not hesitate to immediately report the person to the Carabinieri, the Police, the Guardia di Finanza, or the local police.
  • If abuse is ongoing, request the urgent and timely intervention of the police who will proceed with the seizure of the animal.
  • Collect as much evidence as possible, such as photos and videos, to prove the abuse and report it in writing to a police force.
  • It is also possible to request the assistance of a zoophilic guard, also known as a private security guard. This is a figure who works on behalf of theENPA extension (National Animal Protection Agency): To have them intervene, you must contact the agency and inquire about the availability of guards and response times. ENPA, after assessing the seriousness and urgency of the report, issues a "service order" for the guards and arranges an inspection. Once they arrive on site, the guards compile a report and, if necessary, have the right to seize the animal.
  • Some Italian municipalities have Animal Rights Help Desks where cases of animal abuse can be reported.
