According to what was announced by Agriculture Minister Julia Klockner said a law would provide a new level of protection and care for dogs. In particular, it will require the owner to accompany them out of the house at least twice a day.

DUTY TO TAKE YOUR DOG OUT IN GERMANY

In reality, the law is broader. And in addition to the mandatory hour of outdoor exercise for walking, There are also other constraints to keep in mind when the dog becomes a human companion: it cannot stay indoors, alone, all day; it cannot be tied with a chain or leash for too long a period of time.And as for breeders, there is a limit of no more than three litters at a time.
German law may appear too severe, but it has the merit of affirming a fundamental principle: the duty of responsibility on the part of pet owners. For them, as the German minister says, "the dog cannot be a stuffed toy", and must always be considered a life companion that, alongside the joys and pleasures it gives us, also imposes some simple, but essential duties.
In Germany, there are 9,4 million registered dogs, some of which are neglected and even mistreated by their owners. And even in Italy, the relationship with pets is highly ambiguous: we have so many in our homes, but we don't always take care of them as we should. It doesn't take much to be more responsible, and if the alarm bells are sounded even with a law, then the German minister's proposal is a welcome one.
