In a UN report published in January 2026, from the United Nations University Institute for Water, Environment and Health (UNU-INWEH) and entitled “Global Water Bankruptcy: Living Beyond Our Hydrological Means in the Post-Crisis Era,” the UN officially warns that the world has fallen into “water bankruptcy.” But what does this term mean? What are the consequences and risks for everyone? What can we do to escape bankruptcy?

What is water bankruptcy?

“Water bankruptcy” does not simply mean drought, nor a generic “water stress”. It is a more severe concept: it means that we are living beyond our hydrological means, consuming and degrading available water faster than natural systems can regenerate it.

In practice, it's like spending more each month than you earn: at first you get by by drawing on your "reserves," then the bill comes with very high interest. In the case of water, the reserves are flaps, lakes, rivers, snows and glaciers, soils e wetlands. It is the opposite of the logic of the do not waste: Instead of protecting natural capital, we are eroding it.

  • Shrinking lakes and reservoirs (or become more unstable), with impacts on ecosystems, tourism and water availability.
  • Receding wetlands, that is, the loss of “natural sponges” that retain, filter and release water.
  • Water quality deteriorating: more pollutants, more algal blooms, more treatments needed.
  • Climate extremes more frequent: alternating very dry periods and intense rains that do not really recharge the aquifers.
  • Growing demand (agriculture, energy, cities, industry) concentrated precisely where water becomes most uncertain.

The first noticeable effect is the fragility of "everyday" water: the kind that must always arrive clean, at homes and hospitals. A water shortage increases service interruptions, the need for seasonal rationing, and above all, management costs: capturing, treating, and distributing water becomes more complex.

For this reason also the idea that water at home “costs little” It's misleading: when resources become unstable, invisible costs (infrastructure, energy, purification) increase, and sooner or later someone has to pay for them.

Water and energy are closely linked. Water is needed to cool plants, to produce certain energy sources, and to operate dams and hydroelectric power plants. The impact on the industry

Many industries depend on large volumes of water or high purity standards. A water shortage increases the risk of production downtime, increases procurement costs, and it becomes more important to reduce the water footprint of processes and reuse water where possible. The end result, if we don't change course, is a loss of competitiveness in the most vulnerable regions.

What are the countermeasures?

Recovering from water bankruptcy doesn't mean "going back" as if nothing had happened. It means managing a phase in which some losses have already occurred and the worst ones must be avoided by prioritizing.

  • Water accounting: knowing how much water there really is, where it's leaking, and who consumes what, with public and verifiable data.
  • Limits and rules: sustainable withdrawals, protection of groundwater, serious controls on discharges and pollutants.
  • Defense of “natural capital”Living soils, wetlands, rivers, glaciers, and reservoirs are not “decorations,” they are natural infrastructure.
  • Infrastructures that don't waste: reduce network losses, improve purification and reuse, invest where water is lost before it reaches its destination.
  • Efficiency in agriculture: targeted irrigation, crop selection, soil management and treated wastewater.
  • Daily habits: domestic contributions alone do not save the world, but they create a culture of non-waste and reduce demand during critical hours and periods.

In Italy, for example, every concrete action to limit waste and dispersion has a double impact: it reduces consumption and lowers the energy required to operate the system. Initiatives such as programs against water waste in networks, which show how important maintenance is, even before slogans.
