The national law to introduce a minimum wage has never been approved. However, there is a widespread initiative, which is growing, starting from the bottom up, from municipal administrations. In Italy, there are about thirty municipalities, from Aosta to a small town in the province of Caserta, that have adopted a mandatory minimum wage (€9 per hour) for anyone working in public contracts, particularly in construction and services.
Among the municipalities that have introduced their own minimum wage are:
- Genoa: obligation of at least 9 euros in all municipal contracts and subcontracts
- Aosta: minimum threshold of 9 euros for outsourced services and contracts
- Carrara: 9 euros as a requirement in municipal contracts
- Pontedera: guaranteed minimum wage in municipal contracts
- Cesa (Caserta): minimum wage, from 2024, in the case of all public procurement
- Unions of municipalities in Lower Romagna: guidelines for municipal contracts with a guaranteed minimum wage.
