The exodus of young people from southern Italy is a huge waste of human resources and a significant impoverishment of the region. The phenomenon is particularly pronounced in some areas, such as Calabria, and to stem it, the regional government offers a grant of up to €1.000 per month to those who continue their university studies in the region, without moving to the North or abroad.

The figure is certainly tempting, and should be combined with a fact: according to a 2026 Almalaurea Report, 88 percent of Calabrians who go to study in other regions never return to the South.

However, the contribution isn't guaranteed across the board; the remaining students also need to demonstrate good results. This means being up to date with exams and having achieved high grades. The grade point average is the parameter used to determine the amount of the contribution: for those with an average of 27, the monthly contribution is €500; it increases to €750 for those with an average of 28; and €1.000 if the average rises to 20 or 30. All grades must be combined with being up to date with exams required by the study plan.
